MEDICAL CONSULTATION

1. The specialist consultation is the first stage and is essential for the doctor to establish the diagnosis and draw up the investigation and treatment plan. In the case of aesthetic, dermatological and plastic surgery procedures, the initial consultation is equally important to understand your exact needs and expectations. The doctor will assess your health based on your medical history and existing conditions, with the aim of ensuring the safety of the treatments prescribed. If you have contraindications to a particular type of treatment requested, the doctor will inform you and reserves the right not to carry it out.

2. When registering as a patient of SKINMED CLINIC, you will be asked for your identity card for the preparation of a medical record and the completion of the information note on how SKINMED CLINIC processes your personal data. We ask for your consent to carry out the consultation and, subsequently, any interventions.

3. Investigations and treatments at the Skinmed Clinic are carried out in conditions of maximum safety for the patient, with the highest quality standards.

LATE/CANCELLED APPOINTMENT

1. If you are late or unable to make your appointment, please inform us in good time to manage the appointments of other patients and those on the waiting list. If you wish to cancel an appointment, please inform us at least 24 hours in advance. If you are late, we can carry out your consultation or intervention on the same day, if there is enough time, or we can reschedule you.

2. There are also unforeseen situations where your appointment time may be delayed (possible medical situations of patients scheduled before you and in the office), so colleagues at the reception will inform you and you will be able to enter the doctor's office as soon as possible.

3. Please come unaccompanied to the doctor's office, the exception to this rule is only minor children and people with disabilities.

4. Patients who cancel their appointment on the day of the consultation/procedure, after prior confirmation, more than twice, will only be scheduled with the payment of the cost of a specialist consultation or only called, subject to availability, the day before.

CONSULTATION/TREATMENT COSTS

At the time of your appointment, you will be informed by telephone of the price of the consultation and/or the requested intervention. The price list can be viewed at reception and on the Clinic's website. In the case of additional investigations/interventions, you will be informed of their costs before they are carried out. Do not forget to ask the doctor and reception staff for all the information you require. At the time of your appointment you will be informed of the attending physician, but the Skinmed team of doctors works as a unit and the initial pre-consultation stage can be done by any of the specialist doctors.

PATIENT RIGHTS

Law No 46/2003

1. Patient means a healthy or sick person using health services.

2. Discrimination means the distinction made between persons in similar situations on grounds of race, sex, age, ethnicity, national or social origin, religion, political opinion or personal dislike.

3. Health care means medical services, community services and services related to medical care.

4. Medical intervention means any examination, treatment or other medical act for the purpose of preventive, therapeutic or rehabilitative diagnosis.

5. Patients have the right to the highest quality medical care in accordance with the human, financial and material resources of the unit. The patient has the right to be respected as a human person without any discrimination.

THE PATIENT'S RIGHT TO MEDICAL INFORMATION

1. The patient has the right to be informed about the medical services available and how to use them.

2. The patient has the right to be informed of the identity and professional status of health care providers.

3. The patient has the right to be informed of the rules and customs that must be observed while in the clinic.

4. The patient has the right to be informed about his/her health condition, the proposed medical interventions, the potential risks of each procedure, the existing alternatives to the proposed procedures, including the general risks of non-treatment and non-compliance with medical recommendations, as well as diagnostic and prognostic data.

5. The patient has the right to decide whether or not to be informed if the information presented by the doctor would cause him/her distress.

6. Information is made known to the patient in respectful, clear language, with the minimisation of specialist terminology. If the patient does not speak Romanian, the information shall be given in the patient's mother tongue or in English or, where appropriate, another form of communication shall be sought.

7. The patient has the right to expressly ask not to be informed about his/her medical situation and to choose another person to be informed instead.

8. Relatives and friends of the patient may be informed about the progress of investigations, diagnosis and treatment, but only with the patient's consent.

9. The patient has the right to request and obtain another medical opinion.

10. The patient, or a person expressly designated by the patient, has the right to request and receive a written summary of the diagnostic investigations, treatment and care provided.

THE PATIENT'S RIGHT TO MEDICAL INTERVENTION

1. The patient has the right to refuse or stop a medical intervention by taking responsibility in writing for his/her decision; the consequences of refusing or stopping medical acts must be explained to the patient.

2. When the patient is unable to express his/her wishes but emergency medical intervention is necessary, the medical staff has the right to infer the patient's consent from a previous expression of his/her wishes.

3. If the patient requires emergency medical intervention, the consent of the legal representative is no longer required.

4. Where the consent of the legal representative is required, the patient must be involved in the decision-making process to the extent that his/her capacity for understanding allows.

5. If the health care providers consider the intervention to be in the patient's best interests and the legal representative refuses to give consent, the attending physician shall issue the written referral

6. The patient's consent is mandatory for the collection, storage, use of all biological products taken from the body or for the diagnosis or treatment to which the patient agrees.

7. The patient's consent is mandatory in the case of his/her participation as a subject in clinical medical education and scientific research. Persons who are not capable of expressing their will may not be used for scientific research, unless consent is obtained from their legal representative, and if the research is also carried out in the interest of the patient.

8. The patient may not be photographed or filmed in a medical facility without his or her consent, unless the images are necessary for diagnosis or treatment and to avoid suspicion of medical negligence.

THE RIGHT TO CONFIDENTIALITY OF INFORMATION AND PATIENT PRIVACY

1. All information regarding the patient's condition, investigation results, diagnosis, prognosis, treatment or personal data is confidential, even after death.

2. Confidential information may only be provided if the patient gives explicit consent or if the law expressly requires it.

3. If the information is required by other accredited health care providers involved in the patient's treatment, consent is no longer required.

4. The patient has access to personal medical data.

5. The patient shall have the right to designate, by an agreement recorded in an annex to the personal health record, a person who shall have full access, both during the patient's lifetime and after the patient's death, to confidential information in the personal health record.

6. Any interference in the patient's private, family life is forbidden, except where such interference positively influences the diagnosis, treatment or care provided and only with the patient's consent.

7. Exceptions are cases where the patient is a danger to himself or to public health.

PATIENTS' RIGHTS TO TREATMENT AND CARE

1. Where providers are obliged to select patients for certain types of treatment that are available in limited numbers, selection shall be made on medical criteria only.

2. Medical criteria for the selection of patients for certain types of treatment shall be drawn up by the Ministry of Health and made public.

3. Medical interventions on the patient can only be carried out if the necessary equipment and appropriately accredited personnel are available.

4. Exceptions to the provisions of point 3 above (art.30 of Law no.46/2003) are made for emergencies arising in extreme situations.

5. At the patient's request, as far as possible, the care and treatment environment will be created as close as possible to the family environment.

6. Medical or non-medical staff shall not subject the patient to any form of pressure to reward them other than as provided for by the legal payment regulations of the establishment.

7. The patient may offer additional payments or donations to employees or the facility where he or she was cared for, subject to the law.

8. The patient has the right to continuous medical care until the health condition improves or the patient is cured.

9. Continuity of care is ensured through collaboration and partnership between different public and non-public, inpatient and outpatient, specialist and general medical units, provided by doctors, mid-level staff or other qualified personnel.

PATIENT OBLIGATIONS

1. Present your ID card/other identity document at the appointment;

2. To respect the clinic's schedule and appointment time;

3. To respect the internal order of the clinic, its peace and cleanliness;

4. Do not smoke in the clinic (no e-cigarettes accepted);

5. Respect the rules of personal and collective hygiene;

6. To take care of the goods in the clinic's equipment, and if he has damaged these goods through his own fault, to pay for them, otherwise he is subject to the rules of civil law;

7. To show civilized conduct towards the clinic staff;

8. Respect the privacy and confidentiality of other patients;

9. Strictly follow the treatment and doctor's instructions;

10. Wear the equipment recommended by the medical staff and do not leave the clinic premises in this equipment;

11. Do not make noises that cause discomfort to other patients;

12. Not to consume or bring into the clinic alcoholic beverages, prohibited substances, weapons;

13. Observe measures to prevent and control communicable diseases;

14. To pay the price of the work carried out;

15. Comply with medical instructions.
